    New MFI partnership on MicroWorld

    Créa-Sol – which is the contraction of "Crédit", "Accompagnement" and "Solidarité" (credit, support, solidarity) - was created in 2005 with the Caisse d’Épargne Provence Alpes Corse (CEPAC). Its aims at fighting financial exclusion and contributes to local economic development. Its clients are mainly based on the French Riviera but also in Corsica, the Reunion Island and Guadeloupe!

    Créa-Sol currently runs 5 agencies, employing 11 staff and supporting over 2,400 clients.

    Etincelle Program: Back on the Innovation Discovery Workshops in Toulouse

    On Tuesday, February 28, at the AiE in Toulouse, the tutored of Passeport Avenir were welcomed as part of the Etincelle project, which aims to inspire the desire to innovate for students from popular backgrounds. Nearly 20 students participated in a session of creativity of innovation discovery workshops.

In 2018, France is according to the World Bank, the 7th largest economy in the world, behind the United States, China, Japan, Germany, the United Kingdom and India. In 2015, the value of its gross domestic product (GDP) is 2,181.1 billion euros (in current euros). In 2014, it ranks 26th for GDP per capita in purchasing power parity (PPP), slightly above the EU average of 28th. In ranking by GDP in PPP, France is the 9th economic power. In the third quarter of 2015, its public debt exceeds 2.1 trillion euros and accounts for nearly 97% of its GDP.

The French economy is primarily a service economy: in 2015, the tertiary sector accounted for 76.7% of the labor force, while the primary sector (agriculture, fishing, etc.) accounted for only 2.8%, and the secondary sector (mainly industry) 20.5%. The French economy is an increasingly open economy, occupying an important place in international trade, mainly within the European Union.


French culture is marked by its diversity and its richness, thanks in particular to its different regions, to borrowing from other peoples, as well as by its diffusion and influence throughout the world.

The French culture as it exists today was for a large part based on the influence of France in Europe in the seventeenth and eighteenth centuries, while the French language established its letters of nobility with Latin that the educated Europeans flattered themselves to speak it. It has been complemented by the contributions of the populations it has met or integrated.

Microfinance in France

In France, the microcredit originated and developed during the 1980s with professional microcredit. It was then extended in 2005 to financing social or professional integration projects, this is called personal microcredit.

In the context of the professional microcredit, it is the creation, recovery or development of a small company (ex: trade, hotel, catering...). This type of microcredit allows, for example, to acquire equipment, to cope with the costs of taking over a business or beginning a professional activity.

Unlike professional microcredit, personal microcredit is not used to finance an activity but to finance social or professional integration projects such as mobility, training, access to housing or employment. In this context, public actors, associations and banks converge their action, and offer support services to borrowers. Interest rates are generally between 2.8% and 5.5% per month for a credit of less than 3,000 euros; they thus contribute to strengthening the social dimension of personal microcredit.

In France, the economic and social impact of microcredit for its beneficiaries is important. Businesses created through microcredit have above-average sustainability, and growth. Personal microcredit also has a direct positive impact on employability, housing conditions or health for example, but also more indirectly on bank insertion, fiscal capacity, average standard of living, self-esteem...

Créa-Sol is a French microfinance institution that finances micro and small businesses in partnership with banks and business-support networks. Through co-financing, the partners share the amount lent and this eases the approval of loans rejected by banks because of the high amount requested. This partnership also allows providing entrepreneurs, often previously unemployed people, with business development services and post-disbursement monitoring.


It is the intention of the association, accredited by the Microcredit Committee of the Ministry of Economy, to accompany, develop, coordinate, implement, finance and guarantee all initiatives or actions of public interest for the economic integration of disadvantaged people. The aim is to fight against exclusion, especially financial exclusion, of entrepreneurs, project initiators in the field of social and solidarity economy, and people facing fragile situations. In order to achieve this purpose, the association provides to its stakeholders the financial, human or material means to encourage integration, economic development and employment. In line with this objective, the institution is granting loans with affordable interest rates.


The MFI Créa-Sol was created in 2005; after an experimental phase and analysis, in recent years the MFI undertook a significant growth path to develop an original model aiming at autonomy. In 2009, Créa-Sol was authorized to grant microcredits through bank intermediation and transformed its legal status to that of a Microfinance Institution. Between 2009 and 2012, Créa-Sol signed various agreements of partnership with different players, such as Caisse des Dépôts et Consignations (CDC), Caisses d’épargne Provence-Alpes-Corse & Côte d’Azur, ADEC (Agency of the Economic development of Corsica), EIF (European Investment Fund), Babyloan (crowdfunding platform) and Banque Postale. It also participated in JASMINE Technical Assistance, a technical assistance initiative for MFIs managed by the EIF, and in 2010 and 2013 it undertook assessments by Planet Rating agency. Since 2009, Créa-Sol has been a member of the European Microfinance Network.


Créa-Sol disburses microcredit for business creation, takeover or initial development with amounts of up to €10,000 at 5% interest rate, for a maximum duration of 5 years; it also disburses microcredit for personal purposes aimed at fostering employment and social inclusion, which can have a maximum amount of €3,000 at 5% interest rate and duration of up to 3 years.

Profil of entrepreneurs

Créa-Sol supports people who do not have access or who have partial access to traditional banks, with the aim to finance business creation, takeover or development projects and personal projects. Créa-Sol’s target group mainly consists of unemployed individuals.

Governance and organizational structure

A Board of Directors consisting of 16 members defines the general policy of the MFI and ensures proper implementation of its statutory purpose. An Audit Committee formed by 6 members is responsible for ensuring the proper management of risks inherent in the structure and activity. It also oversees the internal control system and monitors recommendations. Créa-Sol has 13 employees; five of them work in the back office and eight work in the front office as loan officers for business and personal microcredit.

Geographical area of operation

The MFI is located on the PACA Region of France (Provence-Alpes-Côte d’Azur) and has 5 branches: Marseille, Avignon, Toulon, Nice and Corsica. Créa-Sol realizes its activities in this region as well as in Réunion and Guadeloupe.
